Management of Assets: Forests and Pastures

Project Overview

Smart Processes has successfully implemented the essential project for the management of rental assets concerning forests and pastures, in line with the requirements set forth in Law No. 139/2015 on “Local Self-Governance.” This law, enacted following territorial reform, transferred various functions to municipalities, thereby granting them the responsibility for administering public forests and pastures.

Given the significant areas these assets occupy in most municipalities, there is an urgent need for effective and sustainable management practices. In accordance with Decision No. 433, dated June 8, 2016, which outlines the transfer of ownership of public forests and pastures, municipalities now provide a range of administrative services. These include processing requests for the use or rental of specific forest and pasture areas for economic activities, as well as applications for leasing public pastures and meadows.

To comply with legal obligations and meet the municipalities’ needs, an information system has been developed to record and maintain data on these assets. This system is instrumental in creating a comprehensive registry of forests and pastures, utilizing existing data found in the physical documents of municipalities and administrative units.
